Who Can Assign and/or Change Project Roles?
On a project level:
Project Admin: only for projects for which he/she is responsible. See also Project Rolesfor permissions of this project role.
On a workspace level:

Where can you Assign and Change Project Roles?
There are the following options for assigning project roles:
